sailboat race this weekend. a mishap last year left five participants dead. >> and a young girl's future turned upside down. the twist of fate that left her without a mother. >> good night, everybody! . good evening. it's friday, june 14th. this is bay area news at 7:00. vice president joe biden is in the bay area tonight, raising pounds democrats at an event in san francisco. happening now, we are live in the sea cliff neighborhood of the city, not far from the golden gate bridge, where protesters greeted the vice president's motorcade about 90 minutes ago. jana? >> reporter: that's right. we're here with the police. you can see behind me they have barriers set up, police and the secret service. they have blocked off this area of el camino delmar and 26th area, where the fund-raiser is taking place. he was greeted when he arrived

by protesters. the vice president's motorcade rolled down 26th avenue about 5:40 today. he's here in the city for a democratic fund-raiser being held at the private home of doug hickey, a beverage distributor. guests have paid between $500 and $10,000 to get the chance to meet mr. biden. they expect to raise as much as $700,000 tonight for house and senate candidates. many guests told me they are excited to meet mr. biden. >> i would say he's one of the more authentic politicians out there. i think he's just a real person. >> joe biden! >> reporter: about 60 protesters shouted at mr. biden as he drove by. he did wave at the group. they had signs objecting to the keystone pipeline project. that's a project that would bring oil from canada down to the gulf of mexico through the u.s. protesters included members of the sierra club, green peace and other environmental organizations. >> for everyone here, it's a no-

brainer that the keystone xl pipeline should be off the table, not a project we should be putting all of that time, energy and money into. >> reporter: police and secret service agents have been here throughout the day and they searched every car that came into the area. the vice president is staying in the city overnight and plans to head back to washington tomorrow. back here live, you can see the police presence is still strong, along with the secret service agents. no telling how long he will be here, but people say they are excited that he is here in the neighborhood. they say it's only natural there are protests in san francisco, but they do hope the vice president is able to raise quite a bit of money for democratic candidates tonight. reporting live in san francisco, now back to you. . now to the south bay, where sheriffs deputies arrested a petaluma man who thy say intended to have sex with an 11- year-old girl. the sheriff's office says 23-

year-old sean sham thought the child would be waiting in san francisco, but there was no child. it was an online sting following an eight-month investigation conducted in an internet chat room. >> we basically arranged for a meeting at which point we placed him under arrest and interviewed. he admitted he was planning on sexually abusing and physically abusing this child he was going to meet. >> deputies say sham had specific items with him that he planned to use to inflict harm. investigators say the chats will be used as evidence against sham. california attorney general camilla harris' office today says a northern california sex trafficking operation is one step closer to being dismantled. the prostitution ring trafficked people from new york. three of the four people arrested today are from sacramento county. the fourth picture is from san mateo county. a boat belonging to a

registered sex offender is stuck on the shore of a popular richmond park. the boat's been beached now for weeks near the children's playground at marina bay park. police say the boat's owner, donald olson, was recently released from jail after being arrested for not disclosing his whereabouts as a registered sex offender. olson is not restricted from being around children because he was convicted of a misdemeanor sex crime. police set a deadline of june 24 for him to remove the boat. fire crews are on alert in parts of the bay area due to high fire danger. a red flag warning was posted in solano county until this afternoon due to high temperatures, gusty winds and low humidity. today's exercise for cordelia firefighters was laying 800 feet of hose up the hill in rockville park. that is where temperatures were in the mid-80s. >> we're wearing everything we would be wearing if we were actually out in the field in live fire. we practiced the other day, so we know what to expect, so we can feel what it's like to be out there fighting real fire.

>> calfire says the fire season started two months early this year. fire crews have fought 2300 fires in california so far compared to 1300 in a typical year. our meteorologist mark tamayo will join us to tell us what's in store for us this weekend at 7:19. we got an up-close look at the work being done on the bay bridge. the tower is being inspected, using sound wave probes and x- ray detectors to locate and repair interior and exterior flaws. now trending, funding for the led light show on the western side of the bay bridge has gone over the top. organizers of the bay lights say word press cofounder matt mullenway donated $1.5 million to complete the $8 million fund- raising. next week, crews will start repairing some of the lights, which malfunctioned due to moisture and vibrations on the

bridge. organizers say there are tentative plans to keep the lights on the bridge permanently. you can see even more video from the opening of bay lights by going to ktvu.com and clicking on hot topics. a warning is going out in the east bay, where burglars hit eight homes in two livermore neighborhoods just this week. police say the burglars are walking up to front doors of homes and knocking or ringing the doorbell. if no one answers, they break in through a back door. the burglars are targeting houses in the middle of the afternoon, when few people are home. police say leaving music on or having a dog can make your home a less attractive target. an overheated engine is being blamed for scary moments when a schoolbus caught fire in concord this afternoon. the school district leaders say there were a few students on board, but everyone got off safely, including the driver. the bus caught fire along willow pass road near interstate 680 at 2:40 this afternoon. a 99-cent store in concord wants to sell alcohol.

critics say surrounding neighborhood will end up paying the price. the store on clayton road has applied for a permit to sell beer and wine. prices would range from 99- cents to $4.99. critics say the sale of cheap alcohol could cause problems in the neighborhood. the store manager says some other 99-cent stores, including one in san leandro already sell alcohol. there is a public hearing next month on the issue, with a decision expected by the end of august. bay area high tech company hosted two high profile mayors today. ed lee of san francisco and michael bloomberg of new york toured the headquarters of square, a company that makes credit card readers that attach to mobile devices. the two are working to an upcoming digital technology summit to discuss ways technology can help solve social issues. >> how does the technology help us continue so that we don't see this as the bubble that some people continue to expect it, but to see it as a foundation for economic

belvedere with more. >> reporter: the main differences are the new safety regulations and old school safety vests like this have to give way to new inflatable versions. this one has gps tracking, a light, and a whistle. if a sailor falls overboard, he can be more easily found. sailor john duncan shows us the one new piece of equipment he bought ahead of this year's fairlawns race. >> recommended the inflatables over the old fashioned ones i used to like to wear. >> reporter: watch how quickly the life vest inflates when he hits the water. it has other safety features. a light, whistle, knife, and valve to keep the vest full of air. gear recommendations are just some of the changes made to the fairlawns race, after last year's tragic accident. five experienced crewmembers on a low-speed chase were killed after they sailed too close to the island and the boat capsized. >> right after the low speed chase, all sailing races were

stopped by the captain of the port here and they pretty much had a standdown and said this is what we need to do. >> reporter: an investigation found crewmembers had not used their harnesses and at least one member was wearing a suboptimal life jacket. the new rules and regulations might prevent future tragedies. >> it's more than just the rules. it's the mindset, when heading out. >> reporter: adam mcphee was friends of the members on the low speed chase. he said their deaths have forced sailors to recognize risks involved with their sport. >> the rules will have sailors thinking differently. and slightly more conservative, safety-conscious. >> reporter: other requirements this year, two sets of man overboard gear instead of one, mandatory tethering, and next year, a third of each crew will be required to take safety courses. reporting live in belvedere, patty lee, ktvu channel 2news. after years of missed

deadlines, california has its third consecutive on-time budget. both the assembly and state senate passed the $96 billion spending plan today, restoring some funds to programs hit hard by cuts over the last few years, such as mental health services and dental care. the new budget lowers university tuition for middle class families. republicans say they were essentially shut out of budget talks and that any input they did offer was ignored. >> i've got to say there's very little, if any, republican support in this budget today. >> the governor has until the end of the month to sign the budget. the fiscal year begins july 1st. march health officials say a dead crow found last month near redwood road and floor bell avenue has tested positive for the mosquito-borne virus. people are being reminded to dump standing we are on their property to prevent mosquitoes from breeding. solano county is the other bay area county to report west nile

the state's history, with 389 homes burned and 25 square miles of forest destroyed. tens of thousands of people are still evacuated. the future of a little girl is uncertain tonight, after her mother was killed in a freak accident in the south bay. our robert handa tells us the woman herself had been in and out of foster homes when she was a child. >> reporter: 2-year-old olivia returned home today from child protective services and the couple taking care of olivia is trying to get her used to the reality mom is gone. >> i want what's best for her. i hope we stay in her life. >> reporter: the mother, 23- year-old shea la, was killed yesterday while riding her bike, when she was crushed in a collision between two commercial trucks. her life had been spent mostly in foster homes. >> she was really a sweetheart.

really a sweetheart. and she was really trying hard. >> reporter: the dedication paid off. two months ago, she was hired at this pet salon, grooming extraordinary, a job she was headed to when the accident occurred. >> she felt really safe with animals. it was her dream to have her own dog grooming business someday. she was working so hard to pull it together. she wanted to make a good life for olivia. >> reporter: today, the salon workers, and the family, are mourning shea la and regrouping for olivia's sake. >> they are really concerned about olivia, her daughter. she just loved her daughter. >> reporter: police are still investigating the circumstances of the crash that took place here. at this point, olivia's future is being evaluated by child protective services. in san jose, robert handa. historic coca-cola bottling plant in san francisco closed

today. many of the 60 people who worked at the iconic building came to pick up their paycheck. the building was opened as a bottling facility back in 1927. coca-cola corporate headquarters hasn't said yet what will become of this old building. the new rival to the boeing dreamliner made its first test flight in southern france today. the airbus a-350 has taken eight years to build at a cost of about $15 billion. airbus says the jet is quieter, 25% more fuel efficient, and produces fewer co2 emissions than other aircraft of its size. there are already more than 600 orders for this new jet, which should go into service by the end of 2014. the center for investigative reporting says it's discovered the worst charities in the country. the group used tax filings to determine how much money actually went to the specific cause. now, it says the kids wish network spent 2.5% on direct aid. the cancer fund of america used less than 1%. and the children's wish

foundation international spent almost 11%. the center says an overwhelming amount of money raised goes to solicitors. investigators in florida are trying to determine what caused a waterfront deck to collapse, injuring dozens of people. some 100 people were on the deck at shucker's bar & grill when support on one end gave way. the deck buckled in the middle and dropped about eight feet into the shallow biscayne bay. 24 people were sent to the hospital with various injuries. all but one person has been released. the cause is not clear. a forklift operator is hospitalized after a marketplace collision that has many people calling for change. the crash happened this morning at the wholesale produce market in san francisco's bayview district. as lorainne blanco reports, it will likely take time before changes make the roadway safer. >> reporter: the pictures show the dramatic scene. a forklift toppled over, its operator thrown from the seat, rushed to the hospital. the crash, which happened just before 4:00 a.m. at the san francisco wholesale

produce market, is no surprise to fellow produce employees and owners. >> it is a constant safety issue around here. drivers are very careful, because people do fly up and down this road. there's been many accidents. >> reporter: forklift operator and veggie works owner calvin leon tell us he sees fender benders out here weekly. he wants more police patrol. >> i'm a little disappointed that they haven't tried to slow traffic down through here. >> reporter: police are still investigating the cause, but several witnesses tell us the driver of the white car was speeding far beyond the 25 mile- per-hour limit. >> these things are really hard to tip over, and this thing weighs 7000 pounds. >> really? >> yes, and in order for someone to really hit one of these to tip it over, they have to be going pretty fast. >> reporter: the city, which owns the land, approved a three- phase plan, which includes

rerouting traffic, so no commuters would be able to access the middle of the market. the problem is, the director of real estate says it will take at least three to five years before completion. in today's crash, three people were transported to san francisco general. all three are expected to survive. lorainne blanco, ktvu channel 2news. all week here at 7:00, we've been telling you today was to be the hottest day of the week. mark, did it happen? >> the forecast, right on track. temperatures today, warmest spots around 90 degrees. we had a big temperature bump today. changes just in time for the weekend, just in time for father's day. as far as temperatures today, you can see they ranged from the 60s in pacifica, fairly nice with the coast fog-free. 70s and 80, warmest location near antioch at 91. on live storm tracker, we're still in the clear. out to the west, there is a fog bank developing approaching our coastline first thing tomorrow morning. as far as current temperatures, they are beginning to cool off. still pretty warm toward

fairfield. 83 degrees. san francisco, downtown pretty chilly at 56. winds out of the west, fairfield at 18 miles an hour, light to moderate side across the rest of the region. sfo at 16. half moon bay out of the north at 12 miles an hour. so a bit of a breeze out there for your friday evening. tonight, mostly clear and breezy. fog returns this weekend and it will be cooler. monday and tuesday, a sun/cloud mix and cooling. overnight, low to mid-50s. fog near the coast and around the bay. that is the key change for your saturday. high pressure is responsible for the big warmup for today. it is beginning to lose its grip, as this area of low pressure moves in from the pacific. tomorrow, with that stronger onshore breeze, we cool things off a good 5 to 10 degrees from today's highs. inland, upper 70s to lower 80s. for sunday, father's day, maybe just a little bit warmer. but basically the same forecast
